To access the feature, open the Xbox app and tap the icon with multiple people at the top and start a party by inviting people. From there, simply speak into your phone, and make sure your device can access your microphone as well. You can also manage the party with actions such as muting or removing people. So it has the same basic functionality as a regular Xbox Live Party does on console.

Mic For Xbox One App
Since December, Xbox users have participated in voice chat beta tests for the app. Previously, party chat functionality was limited to Xbox consoles, and on Windows 10 in recent years. Prior to this, you'd have to rely on text conversations to communicate to Xbox Live friends through the app, or rely on third-party apps like Discord which provide VOIP services on PC and mobile. Xbox Live is now the first service to provide VOIP service through PC, phone, and console.
